2017–2024 Harley-Davidson Police Milwaukee-Eight 114 (FLHTP Electra Glide)

The 2017–2024 Harley-Davidson Police Milwaukee-Eight 114 (FLHTP Electra Glide) is a purpose-built motorcycle designed and manufactured by Harley-Davidson for use by law enforcement agencies. As part of the company’s long-standing tradition of producing police-specific vehicles, the FLHTP Electra Glide combines the brand’s iconic touring platform with specialized features required for patrol duties. Its introduction in 2017 marked a significant technological leap forward, most notably with the debut of the powerful Milwaukee-Eight engine, which replaced the outgoing Twin Cam 103. This model has since become a common sight in police fleets across North America, valued for its durability, comfort, and authoritative road presence.

Transition from the Twin Cam Engine

The most substantial update for the 2017 model year was the replacement of the venerable Twin Cam 103 engine with the all-new Milwaukee-Eight 114. This transition brought several key improvements tailored for the demanding nature of police work. The Milwaukee-Eight engine features four valves per cylinder (totaling eight valves, hence the name), a departure from the two-valve-per-cylinder design of the Twin Cam. This design, combined with a larger displacement of 114 cubic inches (1868 cc), resulted in a significant increase in low-end torque and overall horsepower, providing quicker acceleration from a standstill—a critical advantage in urban traffic and pursuit situations.

Furthermore, the Milwaukee-Eight was engineered for superior heat management, utilizing a precision oil-cooling system aimed at the hottest parts of the cylinder heads. This enhancement helps maintain performance and improves rider comfort during long, slow-moving patrols or in stationary traffic. Another key difference was the inclusion of a single internal counter-balancer, which effectively cancels 75% of the primary vibration at idle, creating a much smoother experience for the officer. While the signature Harley-Davidson feel was retained at speed, the reduction in idle shake was a welcome ergonomic improvement. The 2017 model year also introduced an updated touring chassis with improved suspension components, including Showa Dual Bending Valve front forks and emulsion rear shock absorbers, which provided a more controlled and comfortable ride.

Design of the Harley-Davidson Police Milwaukee-Eight 114

The FLHTP Electra Glide is built on Harley-Davidson’s robust touring frame, designed for stability and comfort over long distances. The motorcycle’s design is a blend of civilian touring aesthetics and functional law enforcement necessities.

Powertrain and Performance

At the heart of the motorcycle is the Milwaukee-Eight 114 V-Twin engine. It is paired with a 6-speed Cruise Drive transmission, which allows for lower RPMs at highway speeds, reducing engine strain and improving fuel economy. The drivetrain delivers power to the rear wheel via a clean, quiet, and low-maintenance belt drive system. The bike also features an assist and slip clutch, which reduces clutch lever effort and helps prevent rear-wheel hop during aggressive downshifts.

Brakes and Handling

Safety and control are paramount for a police vehicle. The FLHTP comes standard with Reflex Linked Brembo Brakes with ABS. This system electronically links the front and rear brakes, providing the optimal amount of braking power to each wheel regardless of which brake control the rider uses, especially in emergency situations. The system is designed to function independently when braking at low speeds, such as during tight-quarter maneuvers.

Police-Specific Equipment

To meet the needs of law enforcement, the FLHTP Electra Glide is outfitted with a range of specialized modifications. These include:

Solo Saddle: An air-adjustable solo seat is provided for all-day comfort, allowing officers to customize firmness.
Upgraded Electrical System: A high-output charging system is installed to support the constant power draw from emergency lights, sirens, radios, and other onboard electronics.
Handlebar Controls: The handlebars are equipped with pre-wired, easy-to-reach switches for controlling sirens and emergency lights.
Luggage and Storage: The motorcycle features traditional locking saddlebags, often with a one-touch latch mechanism for easy access. The space typically reserved for a passenger seat is often occupied by a mounting rack for a police radio.
* Protective Guards: Heavy-duty engine and saddlebag guards are fitted to protect the motorcycle and rider in the event of a tip-over.

These purpose-built features ensure the motorcycle is ready for duty directly from the factory, providing a reliable and effective tool for police departments.
