The new Twin Cam 88 engine was the centerpiece of the 1999 model year Touring lineup, replacing the long-running 1340cc (82 cu in) Evolution engine. The most significant difference was in the engine’s name: “Twin Cam” referred to its use of two chain-driven camshafts in the crankcase, a departure from the Evolution’s single, gear-driven cam. This design allowed for more efficient valve operation, better engine breathing, and a higher redline, resulting in a noticeable increase in power and torque. Displacement was increased to 1450cc (88 cu in), providing more grunt for long-distance highway cruising, two-up riding, and hauling gear. While initially hard-mounted to the frame, which led to significant vibration at idle, Harley-Davidson refined the engine mounting system in subsequent years to better isolate the rider from the engine’s pulsations.

These components, made of a nylon composite, were subject to wear and required periodic inspection and replacement. This became a common point of maintenance and upgrades for owners, with many opting for aftermarket gear-driven cam conversions or retrofitting the later-style hydraulic tensioner system for improved longevity.
Despite this consideration, the Touring bikes from this era are highly regarded for their robust chassis and comfortable ride.
