Transition from the Twin Cam 88

The most substantial upgrade for the 2007 model year was the replacement of the 1450 cc (88 cubic inch) Twin Cam 88 engine with the new 1584 cc (96 cubic inch) Twin Cam 96. This new engine provided a noticeable increase in torque, which was a critical advantage for police units requiring swift acceleration in urban environments. Paired with the engine was the new 6-speed “Cruise Drive” transmission. This replaced the previous 5-speed gearbox, adding an overdrive gear that lowered engine RPM at highway speeds, resulting in a smoother ride, improved fuel economy, and reduced engine wear during long patrols. Furthermore, starting in 2008, these models were offered with an optional factory-installed Anti-lock Braking System (ABS), a first for the police fleet, significantly enhancing rider safety in adverse conditions.

Powertrain and Performance

The heart of the motorcycle was the air-cooled, 45-degree V-Twin Twin Cam 96 engine. It featured Electronic Sequential Port Fuel Injection (ESPFI), providing reliable starting and smooth throttle response in all weather conditions. In 2008, Harley-Davidson introduced the Isolated Drive System (IDS), a cush-drive integrated into the rear sprocket that smoothed out power delivery and reduced driveline lash, making the ride more comfortable during long shifts. The powertrain was rubber-mounted to the frame to isolate the rider from engine vibrations, a hallmark of Harley-Davidson’s touring family.

Chassis and Handling

While the 2007 and 2008 models utilized the traditional touring frame, a monumental change occurred in 2009. Harley-Davidson introduced a completely redesigned frame and swingarm for its entire touring lineup, including the FLHTP. This new chassis was significantly more rigid, which eliminated the “bagger wobble” sometimes experienced on earlier models and dramatically improved handling, especially when cornering. The new frame also increased the bike’s gross vehicle weight rating, allowing it to carry more equipment without compromising stability. The suspension consisted of conventional telescopic front forks and a unique-to-police air-assisted solo rear shock, allowing officers to adjust the preload based on their weight and the amount of gear being carried.

Law Enforcement Equipment

The FLHTP model was distinguished by its array of police-specific features. Key among these was the solo saddle, which provided support for long hours of riding while allowing the officer to easily flat-foot the motorcycle at a stop. The space behind the seat was occupied by a mounting rack for the police radio and other communications equipment. The electrical system was upgraded with special wiring harnesses to power sirens, emergency lights (often called pursuit lamps), and other electronics. The handlebars featured unique switch housings that allowed for easy operation of the siren and lights without the rider removing their hands from the grips. These models also came equipped with locking, hard-shell saddlebags for storing gear.
